Job Description
GENERAL DESCRIPTION:
The Youth Programs Officer manages the Employment and Skills Training Youth Programs in order to design employment programs geared towards the youth in the community and to make youth in the community aware of these programs so that they may take advantage of them. The Youth Programs Officer administers the programs in order to ensure benefit to the community.

The Youth Programs Officer reports directly to the Director.

MAJOR DUTIES AND RESPONSIBILITIES:

Performs all duties and responsibilities in accordance with the Blood Tribe Administration Policies and Procedures Manual, and the Blood Tribe Employment & Skills Training Manual.

Assists clients to develop a better understanding of themselves as part of the career planning process.

Maintain knowledge of current labour market trends, skills training initiatives and employment opportunities that are relevant to Aboriginal youth.

Gathers information on and acts as a resource person for the Director about local youth labour market information, employer contacts and current training developments.

Writes proposals and completes applications for various youth programs in order to obtain funding.

Works with youth on a one-on-one basis to ensure that follow up plans are in place and to ensure proper documentation is in place.

Coordinates, implements and evaluates summer youth employment, youth internship and youth work experience programs.

Creates/develops contracts and scheduling for all programs.

Identifies or establishes employment opportunities within the Blood Tribe Administration and the surrounding communities for Blood Tribe youth.

Designs youth employment programs, interviews prospective participants (both employer and employee), screens candidates, places youth and assesses programs for improvement.

Follows up with clients assisted to ensure progress by getting information on job performance, problems encountered, etc.

Distributes living allowance cheques to clients and requests recipients sign cheque register as requested.

Determines corrective actions on challenges encountered by clients and programs, which hinder progress towards goals.

Establishes and maintains good working relationships with contact in community organizations, educational institutions, collaborating agencies, and industry organizations.

Actively promotes the philosophy, goals, objectives and activities of the Centre and in particular youth programs to community and potential employers.

Develops and implements a strategy for increasing employers’ awareness of and appreciation for youth in the community.

Completes client and program data entry, and updates current database program (e.g., CFT7) on participants and follows up for reporting requirements.

Corresponds with the youth program master agreement holder (e.g. ISETS – Indigenous Skills Employment Training Strategy) as needed to manage the client database system and ensure downloads are being processed, informing appropriate staff of errors and monitoring the system as appropriate.

Provides Director with quarterly client statistics, including number of clients assisted, client status and follow-up results.

Adheres to budget and reports on expenditures and variances from established budget on a monthly basis.

Attends weekly staff meetings and updates colleagues on initiatives.
NECESSARY KNOWLEDGE, ABILITIES AND SKILLS:

Must have strong interpersonal, organization and time management skills.

Must have strong negotiation skills.
-
Must have good written and oral communication skills.
-
Must be proficient with word processing, spreadsheet and database software.

Should have knowledge of barriers Aboriginal people face in obtaining and maintaining employment.

Must have excellent public relations and networking skills.
-
Should possess knowledge and understanding of the issues, trends, and practices in regards to the delivery of employment services to Aboriginal Peoples.

Should possess a good understanding of Blackfoot culture and issues.
-
Related experience in a Native organization would be considered an asset.
-
An ability to communicate in Blackfoot would be considered an asset.
Qualifications
NECESSARY TRAINING AND EXPERIENCE:
-
A Bachelor’s Degree in Business Management with 3 Years experience in the relevant field, or a Business Administration diploma with 5 years’ experience in the relevant field.

A combination of Education and Experience maybe considered.

Must have a valid Class 5 Drivers’ licence and a dependable vehicle (required to travel to worksites to monitor clients)

Must submit an updated Child Intervention Check and Criminal Record Check
