Job Description

GENERAL DESCRIPTION:

Under the direction of the Senior Finance Officer (SFO) the Management Accountant prepares financial statements for the Blood Tribe Administration (BTA) Management Departments, and other co-management entities and submits them to the SFO and other appropriate personnel. The Management Accountant is responsible for administrating timely financial information using Generally Accepted Accounting Principles (GAAP) and standards for BTA including, but not limited to transactional accounting, preparing and maintaining financial records, monthly account reconciliations, preparing regular financial reports, financial analysis and providing financial advisory technical support. The incumbent transfers funds from capital and revenue accounts and the Indigenous Service Canada (ISC) to the BTA Accounts and performs other accounting functions required by the tenth working day of the month.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Performs all duties and responsibilities in accordance with the Blood Tribe Administration and Finance Policies and Procedures.
  • Prepares monthly and annual cash-flow statements, balance sheets, profit and loss statements, variance reports and any supporting documentation for the administration legal, personnel, management department and public service for submission to the SFO.
  • Processes cheques for staff travel expenses, office supplies, public donations, funeral expense assistance and emergency assistance, if needed.
  • Meets with the SFO on a monthly basis.
  • Meets with Directors on G.L. reviews as needed.
  • Updates cash balances and enters data into the computer using SAGE 300 software.
  • Codes cheques to be paid out of the appropriate departments expense account.
  • Analyzes the general ledger balance and prepares journal vouchers for adjusting entries.
  • Reconciles all bank accounts and Blood Band transfer accounts.
  • Prepares year-end financial statements.
  • Completes audit schedules and posts year-end closing entries from auditors.
  • Assists Directors with the preparation of annual Budgets for Administration, Government Affairs, and Personnel Departments.
  • Completes fund transfers for all departments to cover their monthly budgeted amounts.
  • Operates FNITP - a program to work the whole Tribes funding with I.S.C. This includes the Entities.
  • Releases funds from capital and revenue accounts according to the Band Council Resolutions at SFO’s request.
  • Maintains a separate general ledger for Funds in Transfer account (Capital & Revenue Account).
  • Distributes the funds received monthly from ISC according to the different agreements which are set by Chief and Council and the SFO.
  • Oversee Bus Co-op’s financial records and cheque runs while in co-management.
  • Distributions, Bank reconciliations and EFT and reports on each distribution.
  • Procurement – a central purchasing tool in which all Departments are enrolled. Set the accounts receivables on subsidiaries schedules and enforce.
  • FNIB funding for Department of Health – responsible for the years funding.
  • Amendments from I.S.C., Big Lease Lands, etc. and own source revenue need to keep records and forward funding to Departments.
  • Band Capital and Band Revenue require monthly entries to balance with I.S.C. cashflow statements.
  • St. Mary’s Pension – prepare yearly cheques and update new members and reissue stale date cheques.
  • FNDF - maintain the G.L. for this bank account.
  • Blackfoot Hub – maintain a G.L. for this Lethbridge based program.
  • Organizes and records funds from Nominations and Elections.
  • Responsible for all cash deposits received from Blood Band Activities.
  • Other related duties as requested by SFO.  

NECESSARY KNOWLEDGE, ABILITIES AND SKILLS:

  • Must possess excellent working knowledge of the General Accepted Accounting Principles (G.A.A.P)
  • Must be able to use SAGE300 Accounting software, Microsoft office suite.
  • Must be detail oriented.
  • Must be highly motivated to maintain accuracy.
  • Must have excellent organizational skills.
  • Must be able to type a minimum of forty-five words per minute.
  • Must be able to work independently and as part of a team.
  • An ability to communicate in Blackfoot is an asset. 

Qualifications

NECESSARY TRAINING AND EXPERIENCE:

  • Must possess a Bachelor of Management Degree majoring in Finance or Accounting and a minimum of five years accounting experience.
  • A combination of relevant education and experience may be considered.
  • CPA designation considered an asset.
  • Must possess strong knowledge of financial management, accounting principles and standards.
  • Experience working with SAGE 300 accounting software.
  • Must submit an updated criminal record check.
