Job Description

GENERAL DESCRIPTION:

The Lands Registrar obtains the necessary information required by the Blood Tribe Land Committee to make informed decisions regarding land transfers.  The incumbent interviews the tribal member, documents all information received, combines it with the researched information, and then documents and presents a complete file to the Blood Tribe Land Management (BTLM) Director. The incumbent also ensures all land records are current by recording all changes as approved by Chief and Council.  The Land Registrar also provides necessary information to Indigenous Services Canada.

 

ORGANIZATIONAL RELATIONSHIPS:

  •      Reports directly to the Blood Tribe Land Management Director.

 

AREA OF SUPERVISION:

  • Positions that report directly to the Lands Registrar include:

 

              Assistant Land Registrar.

 

MAJOR DUTIES AND RESPONSIBILITIES:           

  • Performs all duties and responsibilities in accordance with the Blood Tribe Administration Policies and Procedures and the Blood Tribe Land Management Department Policy Manual.

 

  • Ensures the Land Registry is up to date by recording changes as recommended by the Land Committee and approved by Chief and Council.

 

  • Provides legal land descriptions and general land information, upon request to the departments within the Blood Tribe Administration and Blood Tribe Entities.

 

  • Interviews the general public for Land Transfers, Land Applications, Agricultural and Grazing Agreements/Permits.

 

  • Verifies land occupancy information with government, financial and other agencies.

 

  • Creates files for new land occupants; records and files information, such as the number of acres and treaty number.

 

  • Assists in updating the database to reflect the land transactions that occurred during the current year, including all information on the current crop year, occupants by treaty number, schedules of payments and terms of agreements/permits. 

 

  • Summarizes and prepares reports and information files as requested by the Land Management Director for presentation to the Land Committee.

 

  • Attends Land Committee meetings and takes minutes (if required), recording decisions, amendments or discrepancies pertaining to land.

 

  • Informs tribal members of the Blood Tribe Land Management Policy.

 

  • Prepares and submits monthly reports to the Land Management Director.

 

  • Assists the Blood Tribe Land Management Director in compiling the BTLM Department Annual Report.

 

  • Assists the Land Dispute Resolution Technician with research as required.

 

NECESSARY KNOWLEDGE, ABILITIES AND SKILLS:

  • Must possess excellent research skills.

 

  • Must have excellent organizational and filing skills.

 

  • Must be highly motivated to accurately document dates of records.

 

  • Must have a working knowledge of current computer software.

 

  • Must have excellent interpersonal skills.

 

  • Must have excellent listening and interviewing skills.

 

  • Must have a working knowledge of budgeting procedures.

 

  • Must be knowledgeable with reading maps.

 

  • Must be able to keep information confidential.

 

  • Must be able to communicate in Blackfoot.

Qualifications

NECESSARY TRAINING AND EXPERIENCE:

  • Must have a two-year Business Administration Diploma and three years related work experience.

 

  • Must have a valid Class 5 Driver’s License and a reliable mode of transportation.

 

  • Must submit an updated Criminal Record Check and an updated Drivers Abstract.

 

  • Successful candidate must become a Commissioner of Oaths.
